READY_TO_SUBHEADING
The 6-digit HS subheading is confidently determined, but a decisive attribute is still missing to pick the correct country-specific tariff line within it. Only possible when shipToCountry was supplied — generic (no-country) checks have no tariff tier to be ambiguous about. clarifications says what's needed.
UNRECOGNIZABLE
The text does not establish what the item fundamentally is (empty, bare SKUs or internal codes, or gibberish), or the classification service could not produce any plausible candidates for it. Ask the user to re-enter the item.
